JOB DESCRIPTION
The Project Officer will be responsible for ensuring effective implementation of the project’s activities and tasks assigned to attain goals and objectives of the projects. 
Duties
  • Support the Project coordinator in all aspects of the program implementation and development as requested
  • Actively assist and participate in regional education coordination meetings with partners as requested by the Project Coordinator
  • Ensure transparency, ethical conduct and efficiency in project implementation 
  • Report on project activities and expenditure as requested by the Project Coordinator and according to project timeframes
  • Preparing of monthly, quarterly and annual reports as requested by the Project Coordinator
  • Report to Project Coordinator any changes which impact the project implementation
  • Responsible for monitoring and supervision of activities implemented in the project’s sites to ensure effective implementation
  • Responsible for monitoring and supervision of education teams’  performance according to the standards and indicators required for the project implementation
  • Supervising and recording project activities expenditure against budget
  • Responsible for managing project database and other M&E tools 
  • Implement the project M&E plan in a professional manner 
  • Visit project sites on a regular basis as requested by the Project Coordinator
  • Participate in Project review as requested by the Project Coordinator
  • Provide technical support to project team and partners when necessary
  • Identify training needs in the context of the project
  • Participate in designing research/study, collecting analyzing data, translating document research findings together with other project team members, partners and consultants
  • Prepare and participate in periodical meetings as requested by the Project Coordinator
  • Coordinate with project teams in documentation of projects’ achievements

Médecins Sans Frontières (MSF) / أطباء بلا حدود is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.
We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.
Working overseas with (MSF) means that you will go to work in projects in any of the countries where MSF works. Each project you go to will require a certain period of commitment (6 to 12 months). It also means that you will need the flexibility to adjust to unfamiliar food, living quarters, pace of life, and languages. Projects may be located in the most remote places in the world, often in harsh environments with limited resources and amenities.
Regardless of where you go, it might be a very different lifestyle. Working in an unfamiliar culture inevitably involves challenges in communication and perceptions. Being aware that people may not act or think like you, accepting this, and being able to adapt your own behaviors if required, is of utmost importance when working in the field. A special camaraderie emerges amongst members of a project team who come from different countries, backgrounds and experience. This creates a shared sense of purpose, sparking ingenuity and resourcefulness in getting things done, and a lot of spontaneous fun.

Name: Epidemiologist
Main purpose:
Médecins Sans Frontières / أطباء بلا حدود epidemiologists develop data collection systems—from chart forms to database management systems—for a wide range of project health services and serve as the data focal point for a project. In conjunction with the medical team, they will problem-solve data collection issues to ensure good quality data that does not interfere with rapid patient care. Their responsibilities will also include the recruitment, management, and training of staff involved in data collection, data entry, research, and other activities, as well as regular analysis of data and reporting of trends to project coordination staff.


Accountabilities:
  • Carry out key epidemiological activities in outbreak investigation (description including time, place, people with emphasis on mapping when it is needed) and advise on the operational response
    • Maintain a surveillance system to monitor epidemiological trends of relevant outbreak-prone diseases
    • Guide activities of medical staff for surveillance and/or active case finding, including ensuring understanding of the need for consistent case definitions and data recording (briefing of all new staff)
    • Manage data systems and ensure accurate, high quality databases
    • Prepare regular written reports on progress and findings for medical coordinator/HQ and when appropriate to external collaborators/networks (Ministry of Health, other NGOs
  • Implement initial Assessment (for emergency situation), rapid health assessment and (baseline or follow-up) surveys:
    • Where standard protocols are not available or appropriate, develop a protocol seeking extensive feedback and pilot testing of tools to ensure the objectives will be met robustly with support of HQ epidemiologist
    • Prepare / adapt routine documentation (survey forms, training materials, letters of request/notification, locally appropriate consent forms etc.) with support of Headquarters epidemiologist
    • Prepare an appropriate sampling frame and sample selection guidelines with support of Headquarters epidemiologist
    • Hire, train and supervise survey staff, including ensuring staff exhibit required skills after training and pilot test
    • Manage data systems and ensure accurate, high quality databases
    • Analyze results and report on findings
  • Implement/maintain relevant epidemiological surveillance systems/monitoring
  • Provide training sessions to medical teams on relevant aspects of epidemiology to enhance team response capacity
Requirements:

Education:
General medicine diploma or a paramedical diploma with:
  • Master in Public Health with relevant professional experience in epidemiology, or
  • Master of science in epidemiology, or
  • A doctorate in epidemiology
  • Field experience is an important asset.

Music trainer (singing and using alternative instruments):


This position is going to be a part of the KNH project, within the musical training project for 50 children from Shatila camp, through presenting cultural and entertaining as a main goal for the project.
Also gaining new skills for the participants through providing a safe environment and new ways to express themselves.
The trainer’s duties and responsibilities:
1-      Laying a detailed and specific plan on the trainings including schedules, timetables and so on, then presenting the plan as a suggestion to the art and cultural center administration as a matter of discussion.
2-      Coaching the participants on vocal techniques, stage performances and song writing. In addition to the ability to perform as a choir.
3-       Training the participants on the use of alternative musical instruments such as (body percussion).
4-      The minimum timetable for each session is 3 hours.
5-       Organizing training sessions outside the organization’s facility if necessary, and taking full responsibility of the participants’ well being during these sessions.
6-      Maintaining and organizing the use of all equipment during the training.
7-      The copyrights of the project outcomes go fully to Bassmeh and Zeitooneh as an organization.
8-       Monitoring and supervising the participants live performances.
9-      Commitment to the time and dates of each live performance, which are previously scheduled.
10-   Presenting monthly reports on the training’s progress, describing how much the participants are responding to the projects goals.
11-   Commitment to the organization’s policies and standards.

Requirements:
-          Experience: 1 year in a similar line of work.
-          Education degree: bachelor degree in social science or any related field.   
-          Fluency in Arabic and good command of English both writing and reading.

Job Title: Copywriter/ Online Content Coordinator
Employer: Union of Relief and Development Associations (URDA)
Contract: Full-time position
Location: Beirut – Lebanon
Working hours (weekly): 48 hrs (Mon-Fri 8 a.m. – 5 p.m. / Sat 9 a.m. – 12 p.m.)
Reports to: Media Manager (Head of Media Dept.)

Summary of key tasks and responsibilities:
1. Copyediting and proofreading different types of texts, both journalistic and advertising, including press releases, features, reports, coverage stories, brochures, leaflets, ads, scripts, etc.
2. Administrating URDA’s website. This includes: participation in the selection, preparation and evaluation of published content; uploading materials using a content management system (CMS); tracking and reporting on all site metrics; and working towards increasing site’s reach.
3. Administrating URDA’s official pages on Social Media websites (Facebook, Twitter, YouTube, Linked In, Instagram, etc.). This includes: participation in the selection, preparation and evaluation of published content; optimizing content for different SM sites; moderating comments and responding to incoming messages and/ or inquiries; tracking and reporting on all pages metrics; and working towards increasing their reach and interactivity.
4. Constantly evaluating and preparing development plans for improving URDA’s web presence, in accordance with its needs and advancement, focusing on the purpose of building and enhancing a positive public image for the URDA.
5. Contribution in maintaining an updated media database, and in building strong work relationships with different media outlets.
6. Communicating with media outlets, disseminating press releases, and reporting on media’s responsiveness.
7. Participation in monitoring URDA’s public image in different media outlets, and contribution to URDA’s public image enhancing plans.

Skills/Qualifications:
Degrees:
A bachelor’s (BA) degree in media, communication or a related field; or journalistic experience for a minimum of 2 years.
Languages:
Arabic: Excellent oral and written communication skills.
English: Excellent oral and written communication skills.
Required professional skills:
Writing/Editing: Proficiency/experience in journalistic texts, copywriting, and creative writing.
Computer: Proficiency in using Office programs (Word, Excel, and Outlook)
Web Publishing: Proficiency/experience in using CMS portals.
Social Media: Proficiency/experience in moderating SM pages, and in content optimization for SM.

Required personal skills:
Creativity, planning, cooperation, team-work, organization, discipline, ability to prioritize, working under pressure and within strict deadlines, multi-tasking, ability to travel and work during off-work hours when required.

General responsibilities :

Vacancy announcement – Beirut based Case Officer, Arabic-English speaking

Position: Case Officer (Junior Level) for the Mashreq & Gulf regions, temporary 1-year contract, with possibility of renewal for a long-term position.

Location and start date: Beirut, Lebanon; starting 1 April 2015.

Reporting to: Regional Legal Officers for the Mashreq & Gulf regions (normally based in the Geneva office).

Job description:

Based in Alkarama’s regional office in Beirut, the Case Officer will work closely with the Heads of the Beirut and Sana’a offices and the two Regional Legal Officers for the Mashreq & the Gulf to work on individual cases of human rights violations in the Arab world – namely extrajudicial executions, enforced disappearances, torture and arbitrary detention –. This will include documenting such violations and bringing them to the attention of relevant national and international human rights mechanisms, most importantly the UN Human Rights Mechanisms, by means of individual complaints; maintaining close and confidential relations with victims and sources; contributing to the organisation’s knowledge of the countries in the region; and assisting in the identification of positive and negative trends in the human rights situation in relevant countries.

Major responsibilities

Manage and treat individual cases of human rights violations in the Mashreq & Gulf regions, including:
Documentation of individual cases of human rights violations through analysis of information from a wide variety of sources;
Preparation of individual complaint submissions to the UN human rights mechanisms (e.g. Special Procedures, Treaty Bodies) or other relevant national and international bodies;
Maintaining contact with victims and their families, lawyers or other relevant sources to keep informed of developments of cases;
Monitoring the work of UN bodies and others to ensure appropriate follow-up in form of further submission of information to the UN, media work or other actions in an efficient and timely manner.
Research on country situations and drafting reports to UN human rights mechanisms (e.g. Treaty Bodies, Universal Periodic Review) or other reports.

Requirements

Masters degree in law or social sciences with an international law component, or a Bachelor degree in a similar field with related work experience;
Knowledge of the legal, political and cultural specificities of the Arab world and particularly those of the Mashreq & Gulf countries;
Excellent communication skills also with regard to sensitive topics in interaction with various stakeholders, most importantly victims and their families, lawyers, partner organisations, UN staff, governmental authorities and the media.
Ability to produce professional legal documentation (e.g. individual complaints to Special Procedures) in a well structured, timely, effective and independent manner;
Ability to work in a small, multicultural organisation, respect for diversity;
Highly organised, able to work quickly, effectively and independently under tight deadlines with overseas colleagues;
Fluency in Arabic and English, spoken and written, working proficiency in French welcomed;
Commitment to working for the promotion and protection of human rights and fundamental freedoms in a fair and equitable manner, without prejudice or discrimination of any kind.

Salary range consistent with local standards for a junior level position within an NGO.

Job description

SCOPE OF WORK: 
The IRC is currently seeking a Safety and Security Coordinator (SSC) for its Lebanon Program, based in Beirut with travel to program locations. The position will work with the country management team to ensure that organizational security policies and procedures are responsive to the context, adequate and known to staff. Under the supervision of the Deputy Director of operations, the SSC will analyze security trends, advise, update, and implement the IRC Lebanon Security Management Plan. The SSC will conduct onsite training for staff, facilitate the development and implementation of appropriate security plans, Standard Operating Procedures and Contingency Plans. S/he will provide expert security advice to all levels of IRC staff in the country office including security updates, advisories, and incident management.

External:                     All stakeholders related to Security and Safety in the region. 

RESPONSIBILITIES

Safety and Security Management Planning
  • Provide technical support to the DDO on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity in Lebanon;
  • Evaluate, review and update the Lebanon Security Management Plan on a regular basis. Reference and ensure compliance to IRC Security Management Framework within the SMP and all annexes.
  • Work with DDO and Sr. Field Managers to develop, consolidate and implement operating procedures and contingency plans;
  • Evaluate, review and update the hibernation and evacuation plans for all IRC offices and residences in Lebanon and ensure that the practical preparations are in place and known to all staff involved;
  • Conduct risk assessments of contracted and prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.
  • Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.
  • Provide and implement best possible solutions for use of equipment to facilitate communication between staff, including here proposing safe alternative means of communication and equipments,
Building Acceptance to empower and expand humanitarian programming
  • Develop ongoing relationships with local authorities as needed and other power brokers within.
  • Work to ensure that IRC, its mission and work in the region is known and accepted.
  • Work to encourage stakeholders to work with the IRC in ensuring that staff and programs are safe and allowed to continue humanitarian activities in Turkey.
  • Provide technical input and advice in assessments to consider new IRC programs in new geographic areas.
  • In coordination with DDO, liaise with relevant security actors e.g., NGO Security Focal Point, SSCL, other NGO security coordinators, region UNDSS contacts, local community stakeholders, Governors, etc.
Monitoring, Analysis and Supervision
  • Identify, establish and manage context appropriate approach to assure IRC facilities are
  • Compile and submit monthly security reporting that track incidents and trends within the IRC’s area of operation. Submit daily contextual updates as needed to the Country Director (CD) /DDO/RSSA.
  • Work closely with IRC teams in Field Offices in Lebanon to ensure all incidents and accidents are followed up with an official written report, which is then shared with relevant stakeholders and filed appropriately. Ensure also that final incident reports are provided when IRC is closing the case.
  • Coordinate regularly with the RSSA on safety and security, and fulfill reporting requirements to the region.
  • Collect and compile all security reports for IRC Lebanon.
Security Training and Orientation
  • Provide a development plan with precise capacity building method to the Safety and Security team.
  • Provide regular trainings for IRC staff on security preparedness, prevention and response. Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications protocols, etc.
  • Working with the HR focal point on reviewing, updating the IRC Syria Security Information package for new hires and visitors.
HR Managements
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
  • Lead with commitment, integrity and accountability the “IRC Way” – Global Standards for Professional Conduct - and ensure adherence.

Desired Skills and Experience

REQUIREMENTS
  • A minimum of 3 years of non-profit or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing and executing security operations in the field. 
  • Understanding the humanitarian principles, code of conduct and specific sub-sector work linked to NGO field and operations contexts.
  • Advanced knowledge in communications technology, including, satellite communications, cell phone mediums, etc.
  • Strong experience as a trainer – the ability to develop, implement, facilitate and impart learning to a wide range of audiences.
  • Ability to gain a precise understanding of the various local, regional, country and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.
  • Regional experience strongly preferred
  • Previous NGO security management an asset.
  • Written and verbal English and Arabic Skills essential with French language skills a plus
